is it possible to unlock plutos and cacus? if so is it possible to do both side quests, the besieged base and the negotiation? ik you need renegade 80 for one and paragon 80 for the other

I can't remember if it's possible to do without glitches or using the dev console on PC to get extra P/R points. If it is possible, you'd basically have to metagame like crazy to maximize point gains for both meters, and that Shep would be one inconsistent character.

you'd have to plan out your actions and responses in advance because it'll be very close if you manage to do both.

It's not hard, no glitches are needed, you just have to keep the morality guide on the wiki in mind.
Most of my playthroughs I max both paragon and renegade.
