On my latest playthrough I picked up on something that Anders says on entering the "secret" tunnel to the Gallows.  He claims that hundreds of mages have been saved by this passage.    This raised a query in my mind - over how long a period?  If only a few mages disappeared each year, then Meredith could put it down to laxity over the exits by her Templars.  However, large numbers suddenly not longer present where they are meant to be would surely lead to much more stringient policing of the Gallows - is this why she insisted that mages were confined to their cells?

Also never clear exactly how Anders had been in the gallows and met Ser Alric?  Was it as a prisoner - in which case why wasn't he instantly made tranquil?  (Unless of course it is now impossible with Justice in tow).  Was it on a fact finding mission - in which case, how come no one noticed the new mage?  Does he clarify if you are in a romance with him because I have now done both friendship and rival paths to get conversations and not come across anything yet.

Kirkwall's Circle joined up with Starkhaven, and that probably put the number of mages in the Gallows into the thousands. We have no idea how many mages Starkhaven housed. Add into that new mages are brought in a lot (both children and apostates I bet), and it might be hard to keep track of them. Especially if Anders was smart and destroyed phylacteries.

And I'm willing to bet Anders met Ser Alrik in the market area or somewhere in Kirkwall proper. Templars do need to eat and drink ya know.

Pretty sure he said he had been inside the gallows and that is where he had had his "run in" with Ser Alric. Also, if the Gallows is meant to be a virtual prison, then you would have a system of keeping track of prisoners - numbers wise if not individual names. For example, you need to have an accurate figure in order to provide food, quite apart from the need for security. Also, to ensure you do have requisite number of phylacteries. Then in Act 3, after Orsino has stated that all mages are confined to cells, he comes to the confrontation with Meredith accompanied by other Circle mages and more Circle mages are encountered throughout the city. Quite frankly, for an allegedly maximum security prison, the Gallows is laughable.

Maybe it's not a maximum security prison?

I find your points reasonable though, and can only point out how the Qunari failed to bottleneck the stairs to Hightown, and how Cailan's army didn't exploit the chokepoint at Ostagar. That is all.

I think the period is however long the Gallows has existed; it's saved hundreds of mages over hundreds of years.

I don't recall any dialogue from Anders regarding a "run-in" with Alrik (not to say it didn't happen - I just don't remember it) but I think the common denominator is Karl. Karl was made Tranquil at Alrik's command, and in the Tranquility quest, you can loot a letter from Alrik. So maybe it's an indirect tie that Anders takes personally, and refers to it as such.
