I ended up liking him despite his lack of detailed back story.  The reason I ended up  liking him is that he came across as a soldier that's been given a raw deal by the Council/Alliance and doesn't like beaucracy, which I can't stand myself nor can my canon Shep.  He's also not a Cerebus tool like Miranda, he knows Cerebus/Timmy have done shady things inthe past, but that they're the only ones going after the Collectors or taking the REaper threat seriously.  That along with the fact that he doesn't want Shep being his therapist is refreshing.

. Garrus was someone trying to find his niche in life, not just another turian. Wrex...well, he was Wrex. And Liara was completely unique amongst the other asari we met in the game.

ME2 certainly improved Tali, but that was more by adding other quarians in than really changing her character. To be brutally honest, I was more interested in recruiting Kal'Reegar than I was in recruiting Tali. Five seconds of talking to him and I already felt more connection with his character than with the person I was supposed to be rescuing. I hear people talk about how Tali 'matured' between games, but I don't see it. She's still just 'a quarian'. It took her Loyalty Mission to give her the first real bit of character development we've ever seen.

I still like Tali of course, but I just hope ME3 makes her more than just an LI added in to please the fans.

I see that too and I think it's because of a couple things.  Tali's suppose to be on a pilgrimage and I've always thought of that as more of a journey of growth more then just a resource hunt.  They failed to include the growth part.  The other thing is while most characters provide background on their race Tal also povides background on the geth and that ate up dialog that could have been used to talk about her.

The familiarity of Kal' reegar(I agree with this) to me, he's a straight up soldier & pracical.(assesment of Quarian ground forces)  So you already have a window into his perception/character.  Another well done character that'll get swept under the rug. 

And the intial Jacob dislike thing for me was because of certain things that shaped my perception of him.  One he was working with Cerberus at the start of the ME2 my hate for them was unparellel.  He admits to you he's Cerberus at a time when your unaware of the structure of Cerberus.  He later tells you he was part of a covert alliance team, the Corsairs. (Something I overlooked the first few playthroughs) Then he salutes you at every turn, so I thought he either really respected Shepard or was playing up to him which makes sense if Cerberus is trying to get you to join them.  At some point when you talk to him he says he's not big on the talks.  It instantly tripped a flag because at this point I still disliked and didn't trust Cerberus at all.  I thought he was afraid of slipping up and revealing something and didn't trust the character.  Later finding out the Corsair thing just reinforced the distrust I had for him.

I think Jack's line aren't that great.
Jacob's are ok but they aren't forceful enough.
Grunt's lines are to me the best.

I can't really say as I like any of them, unfortunately. Hollering one liners in the middle of a gunfight seems so... unprofessional.

I suppose if I had to pick, Tali's "Go for the optics, Chiktikka! Go for the optics!" lines makes me smile.

Grunt's banter is awesome and it actually makes sense for a Krogan to talk during battle because they enjoy it so much.

Jack's lines always make me laugh, with "FLY B*TCH!!!!" being my favourite.
