I suspect that the Qunari just have better things to do than mess around in or with Antiva. It doesn't seem to be especially rich in any vital resource, and if they're planning to push further south, I would think that they'd at least like to solidify their hold on Seheron and work on their presence in Rivain a bit first. And if they did take Antiva, I don't think Tevinter would feel too comfortable about it. There's still the mage-templar conflict going on, so antagonizing Tevinter and bringing even more chaos into the world, that they'd be more directly involved in to boot, probably wouldn't be the best idea. And there's the inconvenience of the Crows too, but it doesn't seem like the main reason they're staying away.

The Qunari didn't avoid Antiva when they were in full scale invasion mode

Exactly, how many crows would there be, per guildmaster. It seems like there more skilled, as opposed to raw numbers. If the crows have there pockets in everything. Maybe, it's not just the crows he is facing?

Yeah, it's worth noting that the Qunari had conquered all of Antiva in the past. If you're judging the Qunari by their current activities, then they avoid everywhere except Tevinter. I get the impression that during peacetime they probably would prefer to avoid it though, drawing the attention of the crows for smaller scale problems than a full scale invasion would be an unessesary complication.
