As aliens that are very different to humans, it makes perfect sense that they would wait and be a bit cautious in regards to romantically involving themselves with Shepard. And even from Bioware's point of view, they could not foresee how popular they would be in ME1, and how many would want them as LI's.

I think Patrick Weekes knows how to write appealing and consistent characters, so I wouldn't worry too much.

Because all popular things are inherently good, right?
It applies to s/s because they've established that Garrus and Tali aren't gay. Not everyone in these games has to be gay or bisexual. This isn't "Mass Effect: The College years" or "Mass Effect: That Gay Thing Garrus and Shepard Did at Summer Camp." There are more important thing than having Garrus or Tali experiment.
