The extra content that you obtain from completing dlcs, i.e. The Reaper's Cudgel etc. is that tied to your online profile or to your hard drive? So if I plan on installing DA:O on a new PC and starting a new character, so long as I use the same disc as before and sign in with my current BSN profile, will I be given these dlc items straight away or will I have to complete the dlcs again first?

Reward items are linked to your achievements that sync with this site when you play logged in. Any achievements that have synced with this site will sync with any install of the game you log in to. It may take a few hours to sync, but it will do so eventually. Any achievements that have not been synced with this site will be lost and need to be re-done.
