Non party sounds cool, as I wouldn't trust him with a gun, (No training and he would be after hero glory) maybe let him do some logistics, maybe help the cook ect. But I'm sure Conrad would constantly beg Shepard to let him come into battle.
Hopefully he won't turn out like jenkins...

While I don't see the use of having Conrad Verner around, I do think he deserves to have a proper role in ME3. What kind of role he should have? I don't see him skillfully wielding a gun or escorting other civilians to safety but perhaps he flees earth and ends up in some kind of refugee camp in a human colony where he meets Shepard again? Ugh I don't know. I just want Conrad Verner to be in ME3 somehow and have his survival mean something...
Have him do something heroic and save some civilians. But at the cost of himself getting impaled on a dragons teeth.

Considering what happens in ME1 if he attacks turians I don't think conrad can actually do anything herioc. I still think it'd be a good idea to have him as a Non-Party crew of the normandy

If you run him off in ME2 he tries to take down a couple of guys hitching a ride on top of a bus. He then falls of and hits a few cars before falling into the power turbine of some factory. If this is any indication, Conrad will try to do something heroic in ME3 but gets himself killed in a very unheroic way.

Not suggesting that Conrad Verner goes all Rambo on a bunch of husk but him simply doing something that result in a bunch of people getting saved when they otherwise would have gotten killed. Like him managing to distract some husk for example.
Or what he does saves lives out of sheer dumb luck.

It would be a nice arc if he tries to do something like that again, only that it actually works this time in the sense that his actions saved someone else.

I doubt he's an apt strategist and I certainly wouldn't trust the man with a gun, I wouldn't let him prepare the food purely to avoid going through the formality of giving him a knife, not that I'd be afraid of him hurting anyone, he's too talentless for that, however there in arises the unfortunate likelihood of him cutting himself on the sharp edge. So here we have a man who's only use is to kiss your ass and grief Dr Chawkwas, whom might I add, really doesn't need it at her old age!
