Which is best all depends on what the person likes. Here's how I would rank them.
Awakening- Full expansion, more to do
Stone Prisoner- Shale obviously
Warden's Keep- new skills, 3rd best armor, best sword
Leliana's Song- stand-alone, great story
Return to Ostagar- If you have Alister, Wynne, and Secret Companion you will get the most
Golems of Amgarrak- stand-alone, by far the most challenging DA:O gameplay
Witch Hunt- stand-alone, not bad but doesn't answer any questions
Darkspawn Chronicles- stand-alone, personally I wasn't impressed, lets you play as darkspawn
Awakening- Full expansion, more to do
Stone Prisoner- Shale obviously
Warden's Keep- new skills, 3rd best armor, best sword
Leliana's Song- stand-alone, great story
Return to Ostagar- If you have Alister, Wynne, and Secret Companion you will get the most

You're not missing much by skipping Return to Ostagar, Golems of Amgarrak or Darkspawn Chronicles, other than an hour or two of unrelenting tedium.

Stone Prisoner, Warden's Keep, and Awakening are the best of the lot, I think. I also personally enjoyed Golems of Amgarrak for the challenge, and Darkspawn Chronicles because it was so damn fun slaughtering all of the main characters and executing thralls.
Return to Ostagar is decent, and gives you some very nice items to play with. Leliana's Song and Witch Hunt are pretty "meh" though, in my opinion (especially Witch Hunt).
All in all, though - you should really just buy the Ultimate Edition and get all of the DLCs in one, far less expensive package. It's much better that way, trust me.

All of them except the Pranks/Gift pack.
If you dont have Awakening I dont suggest Golems or Witch Hunt.
Return to Ostgar has some great gear but its pretty short. (Some of the best gear in the game)
Make sure you bring Wynne and either Alistair/Lohgain with you. They have some special dialog there and with each other.

It's fun, but I doubt you'll replay it after you beat it.
Of course, the best thing about Darkspawn Chronicles is the item you unlock upon completing it. I won't spoil it, but it's quite nice.

I was so impressed with Origins that i bought each DLC individually instead of with the ultimate pack. I wanted to support them and show my appreciation with cold, hard cash.
Still need to buy feastday and chronicles but that's purely because pennies are tight atm.
