If you want to enable the console you can go "runscript zz_ran_debug"
which will open up random encounters. Then you can teleport straight to
the random encounter that unlocks lilianas personal quest (go plot, the liliana) Took me
like 3 hours to figure this all out. But I did it with no problems and I
can access the quest. For more info on how to access the console:
