Heaven's Wrath Staff Location

I'm just wondering if anyone has found this staff for the mage class. I was looking through the unigue equipment section in the guide and I noticed a staff called Heaven's Wrath which had the bonus stats I want, specifically to electric damage.
Has anyone actually found it and maybe remember if it was at a shop or a pickup?

It's Okay. I found it. Someone on another post gave out a website (GameBanshee) that lists the location of all weapons/armor etc.
