You can start by listing your system specs as suggested in the sticky. Nobody can help you unless they know what system and software they are dealing with.

You may want to change the hotkey to see if it is a game issue or a keyboard issue. May be as simple as a keyboard going bad, or being dirty.

The 8400GS is a pretty low end graphic solution. The games layers hardware 3D accelerated graphics when the command bar is summoned, so it could be that your hardware is just struggling to cope.

Supported Chipsets: NVIDIA GeForce 6800 or greater; ATI Radeon X1600 Pro or greater. Please note that NVIDIA GeForce 7300, 8100, 8200, 8300, 8400, and 9300; ATI Radeon HD3200, and HD4350 are below minimum system requirements. Updates to your video and sound card drivers may be required.

As a matter of fact, the official requirements were "spotty" about what was named as unusable, although they really covered the ground already by saying that a 6800 GS was the minimum Geforce, since the 8400 is way below that one.

Video Card = 256 MB (with Pixel Shader 3.0 support). Supported GPU Chips: NVIDIA GeForce 6800 or greater(**); ATI Radeon X1600 Pro or greater. Please note that NVIDIA GeForce G.205, G.210, 310, 410, 7100, 7200, 7300, 7400, 7500, 8100, 8200, 8300, 8400, 9100, 9200, and 9300, also (probably) GT 520; ATI Radeon X1300, X1550, HD 2400, 3100, 3200, HD 3450, HD 3470, HD 4200, HD 4250, HD 4350, 4550, and (probably) HD 5450 are below minimum system requirements. Updates to your video and sound card drivers may be required. Intel  and S3 video devices are not officially supported in Mass Effect 2.

(**)Two of the Geforce 6800s are worse than the next-lower Geforce game card, the 6600 GT, and should be avoided (6800 SE, 6800 XT).

For the time being, drop the screen resolution way down, and suffer from a lot of jaggies, but that should take the load off enough to play some, while saving a few bucks. You can get an HD 4670 that will work just fine for maybe $70 or so, after rebate.

I found one at Newgg for $60, after rebate:

HIS is a quality brand, too.
