No I don't find that statement corny it's the truth. For all you know it's a rally speech or he's talking infront of a worried council you never know. The statement is fine as it is.

I quite liked the line myself...a simple truth...I would assume Shep plans on fleshing it out into usable tactics as soon as s/he has the opportunity.
