Seriously, I don't get why so many people are going nuts about that quote in a trailer. You guys don't even know the context in which it is used (if ever) in game. Maybe Shep and team stand backed into a corner, 50 husks are running towards them and Jacob - with a dumb expression on his face - asks the question "What's the plan commander?"
Even if not, even the greatest generals have been known to say some stupid crap like that just to get the point across. Don't worry, they'll figure out a real plan (actually BW said they'd figure it out during the course of the game) so please, relax and let marketing do their job.

My grandfather was a veteran in WWII... I asked him how'd he and his fellow soldiers would've reacted if their commanding officer gave them this exact "pep talk".

Gramps just raised a  bushy eyebrow with a sort of "Where'd the lass hear this stupid drivel?" kinda look on his weathered face... then calmly explained that if his CO ever told him his plan was: "We fight or we die, that's the plan," ... then he'd put in an immediate request for a transfer to a new unit as soon as said CO was out of earshot.

Apparently, Bioware's next trailer needs to be 'Strategic Planning Session hosted by Commander Shepard.' It will be several hours long, in which the redoubtable Commander goes into great detail of his overall galaxy-spanning plan--which shall put Alexander the Great to shame, I assure you--to defeat the Reapers and save the galaxy. It will be capped at the end with his famous 'We fight or we die' quote, finally giving the context it so clearly needs.
