I have the EA DDL version, but I imagine Steam works the same way...you will probably have to go to your user profile's entitlements page and download them manually.  But, again, I don't have the Steam version.

Each DLC is listed as a separate download; you'll have to grab each one that you're entitled to. Hth.

They may have also emailed you the Cerberus and promo codes allowing you to unlock the content, so you may have to check your email from that time to see if it is there. If so then use the enter promo code link in your profile tag under your avatar.

Contact EA.com support/live chat and see what they say about it, some will help, others go duh, so you may have to do it a couple of times to get a good rep.

You may also PM--EA Agent here on this site and see if he can help.

The Digital Deluxe version on Steam's site only mentions:

Digital Deluxe Edition

Collector Armor and Assault Rifle - Two bonus in-game items: advanced regeneration armor and a powerful enemy-shredding assault rifle.
Incisor Rifle - Bonus in-game weapon. Firing three shots with each pull of the trigger, the Incisor Rifle is designed to decimate shields.
Original Soundtrack - The Mass Effect 2 original soundtrack features 12 pieces spanning the entire Mass Effect 2 experience.
Digital Art Book* - The art book contains 48 pages of stunning full color artwork including captions from the Mass Effect 2 team.
Digital Mass Effect Redemption #1 comic* - Redemption follows Liara T’Soni’s dangerous mission to find Commander Shepard.
Documentary Video* - Featuring behind-the-scenes and making-of videos, the Mass Effect 2 documentary takes a look at how the game was made.

* These items are only available in English

Maybe you don't get all the DLCs with the Digital Deluxe edition, and you still have to purchase them separately...? Unless you're referring to something else...?

I bought it near release, long before the DLCs. I still think I should be entitled to all those DLC's regardless of when I bought it. I've seen it done for other people.

Man, we would be some happy people if we got everything we thought we were entitled to.

If you ever figure out how to do that, please let me know! ;)
