This would be "enforce legal characters" on NWServer. You'd want that un-checked for this situation.

Ah, well that is different; you hadn't given much context in your initial post. What you want is probably not technically a scripted solution at all. The feats which can be added as an Item Property in the Toolset are determined by iprp_feats.2da. If the feat you want to add as an Item Property in the TS does not appear, you can add it to the 2da.
Alternatively, you could any feat you want as an Item Property through a script. Since it sounds like it might be DMs granting a token or some similar situation, though, it would probably be easier just to have an override iprp_feats.2da and make the item in the TS.

You should turn it off, it does not actually prevent any real problems (the cheaters can easily sidestep it), but has multiple issues when in use which make it far more trouble than it's worth for honest players.
You'd have to find the item props 2da file that defines item properties for feats ( iprp_feats.2da ), add the feats to it with a 2da file editor from the vault, then you should be able to add the properties to the item in the toolset. All players and the server would have to have this new 2da.
