I think that limelight is being reserved for the VS, unfortunately. Besides, having not spent the last two to three years onthe Citadel, Garrus probably doesn't want to have anything to do with C-Sec/SPECTRES any more. He's seen what life is like in the Terminus Systems and realises just how little influence the Council and their SPECTRES have on the rest of the galaxy. He's more interested in helping Shepard stop the Reapers than anything else.

I think Garrus may have the skills, but he doesn't have the mindset. The first signs of that were in ME1, but he could be changed to ease up a bit and join C-Sec or apply for spectre training. Unfortunately all of that was gone in ME2 and he took the law in his own hands. To me that cannot be defended and means he is unfit as a spectre.

Did Nihilus act on his on behalf or was he sent to recruit spectres? It's not clear to me which of the two was the case.InfoGuy101 wrote...
I could see it happening, it seems Spectre's can suggest people for Spectre status to the Council as this was the case with Nihilus in ME1 putting Shepard forward as a potential candidate and was going to review him by accompanying him on missions. So I could see something similar with Shepard and Garrus in ME3, also it would be pretty cool to see Garrus become a Spectre because of Shepards influence in previous games.

Saren wasn't really racist either, that's just Anderson's biased opinion of him. If you want to understand Saren a little better, I'd recommend reading the Revelation novel.
