Is there a button that toggles the display of enemy health bars?
They have randomly disappeared and I can't find a way to get them back.

Have you tried to save the game and load it again? You may even have to quit and restart the game...
This is may also be a sign that your system can't handle the demands of the game too well. Do you use an older machine?
