Is There An In Game Method To See Which Downloadable Content Is Installed?

In Dragon Age: Origins, Dragon Age II & Mass Effect it is possible to see which downloadable content has been installed from within the game itself- I can't seem to find this functionality in Mass Effect 2, does it exist?

No, none that I know of. You can, however, look at your folder structure on your system to see which ones you have installed to your harddrive. Whether they're activated or not is another story, but the folder thing is at least a start:

No problem.

Now, with that list, you can go in your game's respective areas (Weapons Lockers for weapons, the respective systems for the areas that you've unlocked, or in your Journal to see if an objective has "opened up" for say, Zaeed, or Kasumi, etc, and they should show up in those places...)

But, unfortunately, no one central location to see what's available. Sorry.
