i want to buy some dlcs and i want to know if even if i format my computer i can still install and play, downloading again.

The downloadable content is linked to your BioWare/EA account that you purchase it with and can be re-downloaded at any time if you need to reinstall.

I see you are registered with the Ultimate Edition of the game. That comes with all the DLC that was released for DAO, so you do not need to purchase it.
