Yes, however, the ring you get as reward for doing so can be downloaded on any platform. So even though the character/s you create are PC specific the reward you get for doing it isn't.

There are several other rings, one specific to pre-orders from the EA store "Band of Fire" and the other to all pre-orders "Memory Band" these 2 rings DO need codes before they are added to the downloadable content in game. These codes are emailed from the retailor if you purchased online. In the case of Gamestop instore pickup a card with the code is handed to you at that time. They have nothing to do with the character creator.

Ok, word for word what was said earlier, this is ALL it takes.
This seems harder than it really is, for the 360 players out there... All you do is make a character with the Character creator, LOG IN (in the Character Creator program) to the the SAME email address that your XBox Live account is addressed to, and upload your character (done by pushing "Upload" in the Character Creator program). Once that's done, turn on the game in your Xbox 360, connect to the game server (done automaticly when you're profile's logged in on XBL), and it becomes one of the listed Download Content items. Download, play. Your ring should be in your Equipment Inventory now.
Note: The Character Creator program is ON YOUR COMPUTER, UPLOADED TO BIOWARE's server (THIS IS WHY IT'S IMPORTANT TO UPLOAD USING THE SAME EMAIL ADDRESS AS YOUR Xbox Live ACCOUNT IS; THERE IS NO EMAIL SENT TO YOU!) The Character Creator can be found here: http://dragonage.bioware.com/addon/ Once your character's made, using that program (on your COMPUTER), you'll upload it to Bioware's server, also using that program (just before hitting "done" and the program closing). Once it's uploaded to that server, THEN you can get to the actual game, on the Xbox 360. They're NOT in any way "together"... Now, when you connect your X360 to Live, it'll mention that there is Download Content available. PROVIDED THAT THE EMAIL ADDRESS OF YOUR XBL ACCOUNT AND THE EMAIL ADDRESS FOR YOUR BIOWARE ACCOUNT (where you uploaded it to) ARE THE SAME EMAIL ADDRESS, you should now have the option to download the Lucky Stone Ring, as part of the Download Content menu. Do so. Restart game (this might require a full restart). *Poof* Ring in inventory.
Note x2: Make sure NOT to connect to Xbox Live before the Upload (from your computer to Bioware's server), or you might have to sign out, re-sign in, etc. It might take a few minutes for Bioware to notify XBL that you are granted access to the Ring download, so be patient, as it won't show up until Bioware does. Mine took 10 minutes, so if you did the character creation weeks ago, you should be fine and ready to go, PROVIED THE UPLOAD TO BIOWARE's SERVER WAS TO THE SAME EMAIL ADDRESS THAT YOUR XBL ACCOUNT IS IN.

Characters can be imported to game (ok, with problems, it totally changes the looks).
I registered the game.
Logged-in in the gamemenu (it is saying logged in).
Some info like achievements is visible at my account here too.
Looked at downloadable content but there is nothing.
What am I doing wrong?
Only thing I can come up with is the "problems with connecting to server" (or something like that) errors I get once in a while when playing the game. But in the beginning everything was fine else those achievements wouldn't have shown up here either I guess.
Or that I had to make a small adjustments to my character after importing because after importing it changed some stuff (different face tattoo and voice). Wich seems very unplausible to me but just trowing in possibilities to rule stuff out.
Beside the missing ring nothing to complain regarding the game.

Sounds like you just need to give it time to update. It seems to take awhile for the server to update character uploads, and thus register your ring. I would give it couple hours, watch movie or dinner, then check again.
Only1Rylanderr's post is very detailed. I would follow that if it still doesn't appear after giving it a couple hours.

I do notice some player stats changed up here, although it is very slow on updating indeed, not even the correct stats yet, I am on level 3, but whatever.
It already updated my player stats a couple of times (else it wouldn't show game progress), so my character is registered but it failed to register the ring with it.
I am playing the game for 2 days now (with a character I uploaded with the CC), is that enough waiting time?
Only1Rylanderr's post is for Xbox but I have pc version. But I tried logging in and out again just to rule that option out too, still...nothing.

1) Yes, you have to upload a character USING the character creator to get the ring.
2) There's no email for the ring, it just ties to your Bioware/EA account, once the upload actually registers and shows up (give it 1-4 hours).
3) If you have access to the ring, you'll see it in DLC and also here when you're logged in: http://social.biowar...ntitlements.php
4) Once you've gotten it, you never need to use the creator again, and can delete whatever character you uploaded using it (and probably should, since it's kinda borked importing it into the main game. Importing the character into the main game is not neccisary.
5) Uploading from the "real game" won't get you the ring.
6) Using the character creator to create a "real" "I intend to use this character for my game" character is a bad idea, because it gets messed up if you try to edit it when you're importing it (and you will need to, since the sliders will be wrong). If you DID create something in the CC you want to use, screenshot and/or write down all your slider clicks, so you can re-build.
That's pretty much all there is to it. Once you've used a PC to upload a character, your PS3 PC and/OR 360 copies of DAO will gain the ring (for example it shows I have access to it on all 3 platforms, despite only owning the PC). Just make sure your xbl or PSN or whatever account is correctly associated with your bioware/ea account.
If you have trouble logging in/UPloading from the creator, log in as soon as the creator is opened (the lower left corner has the "login" button). Don't try to do it at the point when it asks you to upload at the end, as if you log in, the Upload button still won't be visble/work, because you weren't logged in when the screen came up, if you end up in that mess, finish your character, save it, exit the creator, go back in, log in, edit/modify the character, page through and check everything then re-save, and "Upload". Wait several hours, and you're golden.
I swear, DAO has had the most convoluted Pre order/Bonus item/collector's edition/regular edition mess of any game I've ever seen in my 18 years of gaming...but the game itself seems great!
Hope that helps some of you out.
