Anyone have any idea how to identify the perpertrators of such an attack, and combat them?

Honestly I am not sure, this is just what I have been informed of by my host as an explaination of the recent lag we have been experiencing. It has apparently been dealt with for now, but I personally would sure like to know who did it, and what could be done in the future to pervent such an attack.
