That's s good point. I wonder what level Cullen would be if he joined the party? I mean, he's pretty experienced now over the course of two games. Perhaps him leaving the order for some reason would reset him in some way? Not that it would make much sense, but you never know.
Like any high-ranking soldier, Cullen's experience is largely administrative. He knows how to maximize resources, minimize casualties, and translate the orders of his increasingly deranged superior officer into language his subordinates can understand. He has basic warrior skills and ordinary templar abilities, but unlike Cassandra, he was never a field agent. He went from being a newly-knighted templar to being the Knight-Captain of Kirkwall practically overnight. It is unlikely that he has had as much reason to use and develop his templar talents as, say Emeric or Thrask. With that in mind, it would be highly possible for him to join the part at a low level. He could be a 30th level administrator, but a 6th level templar, if that makes any sense.
In that vein, I wonder how much discomfort he would feel about his lack of practical experience. I could see it being a source of embarrassment for him, something that he conceals as much as possible.
