I'm not talking about a fenced in area though, more of the...land set aside for mage communities, you can build homes, marry do just about anything just not leave those selected areas. You can even move between them, leaving when you want. It's not ideal but better than nothing right? I mean the alternative is a war they might lose.
Hogwarts is cool though

...and if they were able to implement the house Ministry of Magic would make it cooler. Sort of let them police themselves while being free...I totally like this idea better than mine now
