Wow, I hadn't noticed the tattoo before... but honestly, I don't think we should assume every new pic is from DA3. This is in the history part of the book, ancient history, so for all we know this is concept art of the Alamarri, or the dude who first saw a dragon at the beginning of the Dragon Age inducing them to name the age after it.rapscallioness wrote...

I love the split coats like that, though. I know it's probably because the model clipping is easier, but I can't help but think it's so the character can ride a horse! Still hopeful... ! LOL

What I meant was, 9 times out of 10 npcs all wear default clothing that other npcs can be seen wearing throughout the game too (with the exception of Meredith and Orsino because they turned out to be super important/ending boss fights), so if Cullen was just meant to be an npc (important/cameo/or just a regular one) in theory he would be wearing default armour or clothing that at least one or two other npcs would also wear (either Templar armour if he's still affiliated with them, or just regular warrior armour/civilian clothing). However, the complexity and uniqueness of his armour in the survey leak looks more like a companion outfit to me, than just a default one that other npcs would also wear. It looks personalised to his appearance.
As you said, it could've just been the artist jazzing things up because it's just concept art, but he still has a deadline to keep to and hundreds of pieces of art work to churn out for the game. Cullen's outfit just seems too intricate with a lot of thought put into it to be nothing of importance.

We know some of the info in it is incorrect (like the amount of companions we'd be given etc), but he also states that some of it is expired info. I know it's old news, but I figured I should throw this into the ring just to remind ourselves not to get too over excited.
Regardless, it's clear that they kept the protagonist's concept outfit long enough to be implimented into several pieces of environment concept art.

That's true. It could be companion armor. I guess I'd have to really think to picture how many NPCs had unique armor. Meredith. Orsino. Um... Hmm, you're right, not too many others.
