Ok, so here's how I got the feeling that there might be a chance that Cullen will indeed be a companion/LI in DA3 (sorry it's such a big post!)
Firstly I noticed Tonia Laird making a few tweets about a character's script/story she'd been writing. At first I thought nothing of it:
ToniaLaird: "It's so much easier to get a voice down right when you base it off of someone you know/knew. Once again you come to my rescue grandpa." -10/08/12
ToniaLaird: "ARGH! Good thing I save a lot. Or this crash would have made me all stabby and such." - 12/08/12
ToniaLaird: "ARGH! StopcrashingStopcrashingStopcrashingStopcrashingStopcrashing!" - 12/08/12
ToniaLaird: "Argh. Half a conversation left to polish, but it feels like 1000 little knives are stabbing my eyes. Home time." - 13/08/12
Several days later Cori May (the editor) tweets about Tonia's script that she's editing for her:
CoriMay: "Now that the writer has told me she's basing this character on her grandfather, I feel bad making googly eyes at him while I edit #editrix" - 15/08/12
CoriMay: "Alone in the (not-so) dark, editing my dream character #editrix" - 16/08/12
CoriMay: "Sitting in the office alone, speaking lines out loud. In an English accent. Because that's how I roll. #editrix #crunch #practicingaccents" - 16/08/12
CoriMay: "Okay, I think I'm done talking to myself for the night #editrix #crunch" - 16/08/12
Meanwhile Tonia tweets about a VO session on the Friday:
ToniaLaird: "So looking foward to the VO session on Friday! #WritersPit" - 16/08/12
*Name removed*: "EEEEEE. I'm guessing you can't tell us who it is? LOLOL" - 16/08/12
ToniaLaird: "Haha, no, unfortunately, I can't. My first session, though! Kinda nervous!" - 16/08/12
*Name removed*: "Voice over?" - 16/08/12
ToniaLaird: "It's my first session with an actor. It's pretty exciting!" - 16/08/12
In the following tweet to a fan she points out that she's sat in on other peoples VO sessions before, but this is the first time she's sat in on a session for a character she's written:
*Name removed*: "You guys get to sit in on those? That must be so awesome!" - 16/08/12
ToniaLaird: "This is my first session, so I'm a bit nervous. I've sat in on others, it's pretty cool to hear the writing come to life!" - 16/08/12
On the day of the VO session she appears to miss it (unsure if she arrived late or was early and got to sit in on it):
ToniaLaird: "Found it! But the wrong time was put up on the board, so I sat-- alone-- and sad-- in the booth. Alone. And sad." - 17/08/12 (Friday)
Cori May also tweets about sitting in on the same VO session:
CoriMay: "Today I get to listen to more voice acting, for the character I'm most excited about. And you should be too." - 17/08/12 (Friday)
CoriMay: "So, so dreamy. Just sayin', is all." - 17/08/12 (Friday)
CoriMay: "I love how British voice actors get so very charming and sweet when they get muddled" - 17/08/12 (Friday)
Whilst Cori May is tweeting/squeeing about this voice actors VO session, Greg Eliis posts this:

Less than an hour later, he deletes both the tweet and the picture.
Now, obviously Cori May doesn't go into detail about how long she had been editing Tonia's script, but from the way she was talking it did seem like it had been longer than just the time scale in which those tweets took place, which would indicate that it's at least a sizable NPC part, if not a full companion/LI position. Also, I'm not sure if Cori would have been quite so excited about the character if it was just a small part. Squeeing generally entails some sort of romantic-esq dialogue or "White Knight" behaviour to set a fan girl off with just script alone. That being said, it's highly possible that they had more than one voice actor in that day (although none of the other writers or devs tweeted about there being more than one session happening). At first I was unsure whether or not Cori's tweet stating "Today I get to listen to more voice acting, for the character I'm most excited about." was about the voice actor coming back into the the studio to continue recording dialogue, or if she meant that she'd sat in on a session before for a different character, but today she was sitting in on a session for the character she likes the most. BUT once I thought about it some more, she was still editing her "dream character" that was based on Tonia's grandpa long after she had sat in on the previous VO session, plus Greg Ellis had already confirmed to us that same week that he had a VO session booked with Bioware, but was unsure at the time whether or not it would be for Cullen (which he later clarified for us in the tweet he took down).
Sooooo yuh, that's how I came to the conclusion that there's a strong chance that Cullen will indeed be a companion/LI. I just hope I'm not wrong. *Fingers crossed*

On 15/01/2013 during a short conversation with another Twitter user Cori May posted the following on Twitter:
Cori May: "I just got the best work assignment ever. My job rocks."
*Name removed*: "Is it working on Cullen? #DA3"
Cori May: "No, working on Cullen was a job I took for myself; no one gave it to me. Mine by right of conquest."
Cori May: "Woe betide any who try to take Cullen from me."
