What if Cullen and/or Cassandra is the Alistair-type character that ties you to the organization and sticks with you regardless of the path you take, but your choices influence him/her to see things your way and take the side you lean toward? I think you're right about Cullen remaining neutral. In theory he should've worked out by now that for all his good intentions the Templar/Circle situation isn't working, mainly because the Templars have lost their way over the years. I think (hope) that's he's gotten to the stage where he wants to come up with a solution to create peace, and maybe throughout DA3 he'll come to realise that not all mages need to be handled with kid gloves lol.
Or maybe he/she (or just one of them) would betray you in the end and choose the other side no matter which path you choose? (kind of how Whisper would be evil if you were good or good if you were evil in the first Fable game)
