Referring back to brushyourteeth's post (since I'm late to the party), the thing we're forgetting is that for the most of DA2 Cullen was very young and had been thrust (hur hur) into a position of power with little experience beyond his torture at the hands of blood mages. Beyond that he was a complete noob.
I've always felt that he has a naive and youthful outlook when it comes to trust, he's fiercely loyal to Meredith to the point where he'll see no wrong in her or hand wave off her displays of madness until it comes to a point where he can't make anymore excuses for her behavior and has to take action, he put his unwavering trust in her ( for various reasons) and when she ruined it he seemed genuinely pained upon realising that his trust had been misplaced. I agree with brush that he does seem to be rather implusive to raise his sword (hur hur hur) during the early stages of DA2, but once we hit Act 2 you see him begin to reflect on things and question certain issues within the Order, and by the end of Act 3 he seems to want nothing more than to resolve the issue as peacefully and with as little bloodshed as possible.
