Well, most NPCs have a specific head model, like this dude, like Hubert, Sabin, etc. There are lots of *gen* head morphs, presumably meaning general or generic? For human males, for example:

Notably, there is no human female equivalent of templar captain. Just templar and templar archer.
There is another type called amb, which I assume is ambient. Like, hm_amb_templar.mor and hm_amb_templar_wander.mor
As for Cullen... hard to say whether his head wasn't ready.... or they just popped in a generic head for showing those screen shots during the DotS making of vid because the Cullen-cat wasn't yet out of the bag...? Who knows.
