I wonder if it's possible to wean a Templar off lyrium/remove it from their system. I doubt the writers would let us do that though, since they like to keep a little bit of angst/drama in their romances.
I think the penalty for romancing Cullen would be that eventually he'll end up lyrium addled. In the same way that romancing Alistair means that you might lose him if you make him King or eventually lose each other to the taint. In fact, anyone the Warden romances will lose him/her prematurely due to the Calling/taint. In Hawke's case whoever he/she romances runs the risk of also ending badly, for example, romancing Anders means the penalty for your choice is putting up with Justice popping out at any given moment and the unpredictability of his behaviour/personality to the extent that eventually Anders might be lost completely as Justice takes over.
I like that aspect to the romances though. There's always a penalty for your choice of LI and regardless of how much you want to save them/adore them, love can't concur all. It's a good way to make the player stop and think for a second- would my protagonist
REALLY be willing to risk everything by romancing said character.
