Well, they certainly refined him for the game. He looks intensely barbaric here. At first glance I thought this was a Qunari design.

I actually don't mind his outfit, even though I make a laugh out of it. It's a bit over the top, but I can take Cullen in anything as long as he's in DAI :] You may be right about changes between the concept art and in-game character but as far as I know most of the concept arts in the past were pretty accurate, especially in DA2. Zevran was "unlucky" one, but I'm glad that they changed him.Also, I kind of like Cullen's new look, but I'm sure it will have changed by the time we actually see footage of him.
