Regarding his willingness to get cheeky with Lel and Morr, let's keep in mind that the templars don't take vows of chastity or celibacy. They're just discouraged from having relationships or fraternizing amongst with templars or mages (so in Ferelden, basically everyone they actually come into contact with on a regular basis). I wouldn't be surprised if those Kinloch boys were horndogs like that around outsiders, since they probably don't see many girls who aren't off limits.
In Cullen's case, Amell's off limits. But I get the sense that his own personal code involves lots of chivalry and prudishness, like Alistair who claims he learned that growing up at the Chantry. So, I don't really see it as necessarily being a retcon.

I thought they had a chasity vow in the first one? I'm sure I read that somewhere?

Not to my knowledge. Here's what DG says again. In DA:O, there are hints that templars are trained as initiates according to the Chantry Hierarchy codex, suggesting vows in a roundabout way. So I agree that it's strongly suggested at times, but I don't think there's anything that says so.LolaLei wrote...

EDIT: except for a line in DA: Redemption, where the templar dude says he's married to the church... but not really canon, and probably just a mistake...
