Nope, I think the flag is Chantry and not Inq flag. I think that can be the new Divine. But, yeah that might be Cassandra though and not the FemQuisitor. (But hey! if that WAS the FemQuisitior, she looks AWESOME!!!! - no hoodie though.)

Hmm. The Seekers and Templars aren't necessarily working with the Chantry anymore, right? Maybe they're able to pass themselves off to the public as a more neutral force of authority?

Or maybe you have more than one avenue available to you as far as founding the Inquisition and this is just one of them?

Yeah, anything goes at this point. Although, Cass does seem to be making a proclamation with grand sweeping gestures (that look like they're aimed at the flag holder). And, maybe!Leliana is bowing at something/someone.

I reckon that picture is symbolising the big peace gathering at the beginning, from the survey leak.

But obviously that wouldn't be where the veil rips open from because otherwise Cass and Leliana would die, and we know that they don't. Soooooo, perhaps this will be part of an opening cutscene or something that happens before or after we've started playing as the protagonist, which is supposed to symbolise what was happening at the same time as we our character was getting himself/herself in the sh!t. Then in this scene you see them reacting to the veil ripping open... and then the Divine dies, lol.
