Mage rebellion: He's going to be cautious about what he *thinks* will be the increased probability that unfettered mages will instinctively consort with demons, but I could see him getting behind a move to restructure the Circle system. He knows his history. He will know that the Circles were first founded because the mages grew tired of being used by the Chantry as human (and elven) strike-anywhere matches. They were sick of being used like tools, sub-human and without opportunities for betterment. He may see Andural's Reach as a kind of equivalent to that first Circle, mages banding together because they were tired of being used by the Chantry as tools (and pre-warmed sex dolls). I could see him joining them as a way to keep the Andrastian faith alive in them. Because that's what's important to Cullen. He believes in the spirit of the Chant, not necessarily the meaning his brethren have imposed upon it in later years. He's probably realized that "Magic exists to serve man" does *not* mean "Mages exist to be slaves."
Templar rebellion: It probably sickens Cullen to see how quickly his brethren have given in to their bloodlust. He signed on for the "Serve and Protect" aspect. He didn't join because it allowed him to abuse other people and not get in trouble for it. Honestly, I think this one is going to be a tougher sell than the Mage Rebellion scenario. He will feel betrayed. The templars have left the Chantry, something he would consider sacrilege, and are now engaged in a bloody witch hunt. A templar-siding protagonist may have some work to do to convince him that s/he is trying to restore order rather than merely trying to bring back the glory days of templar supremacy.
