I thought so too. Right around the time Assunder ends. 
But I also think he is talking about Varric and Cassandra specifically. 
I left out this: So far BioWare has announced that Morrigan is returning, but Varric and Cassandra are the only returning characters confirmed as party members. “They’re the other approach. We have to ask ourselves,‘How did they grow?’”Laidlaw says. "'How did they change in the intervening years? Why are Cassandra and Varric apparently [traveling] together; don’t they hate each other?"

As for Cullen, the article makes a point of saying "Varric and Cassandra are the only returning characters confirmed as party members." That "confirmed" is really important. Don't get your hopes up too high, but it's too early to panic.

Agreed. Chances are it'll be just Varric and Cassandra that are the returning characters in a companion role, but others are bound to show up in other ways.

the only other ways they could show up is either an NPC  or some sort of agent..... witch i doubt either will be romanceable...

Well Cassandra interrogates Varric roughly 3 years after, so since Cass 'n' Varric are now travelling together it'll likely have taken place at least a year or so after that.

I'm really thinking that Cullen and Vivienne banter would be great. Whether he's still pro circle or not!

You're missing the "confirmed" part. The sentence doesn't mean that Varric and Cassandra will be the only returning characters who are party members. It means that's all they're willing to confirm at this time. Which may wind up being the same thing, but we can't say that for sure. Not yet.

(sigh) I just can't help thinking that without Cullen, the male LI pool is looking a little uninspiring.
Varric - hot stuff, no doubt about it, but... Bianca.  And I'm not going to play a dwarf every game.
Dorian - I'm really, really not into elves. Comes from having them rammed down my throat too often in other RPG, I guess.

Anyway, here's to hoping they've got something fabulous they just aren't showing us yet!

I definitely didn't read that part about Varric and Cass as meaning that there will be no more familiar faces w/in our party. I dunno, maybe I'm just crazy optimistic but I still have a good feeling that Cullen will be a companion *shrug*

I feel the same way. I read it as, they were the ones confirmed. As though there will be more familiar faces they just haven't come out and said who they were.

Keep in mind, like Lola said, Cassandra doesn't even meet Varric until 9:40, three years after the Chantry blows up. Moreover, Asunder also takes places in 9:40, and Mike Laidlaw has confirmed that the game takes place after Asunder.

So ... it's still confusing! LOL Years does  make it sound like the game starts in at least 9:41-9:42 or later. That's quite a bit of time to let the mages and templars go at it.

Yeah, it was Tonia Laird in that long exchange with Cori May that actually sounded like they were writing Cullen. I don't believe there's been any indication that it was related to beardy Grey Warden dude, Mary Kirby or Sheryl Chee. So another chicken not yet hatched...
