If it's the latter then it could well be Cullen.

The one where, was it Matt Rhodes? or one of the other devs commented on the main threads about getting to spend more attention or detail or something on a DA:O minor character? I'm not sure. I think LadyInsanity took note of it, and that's what brought about the conversation. I'm convinced it's Dagna now, since Cullen was in DA2 and he was more important than just a background character in that.

According to the leak the Purple Crows are led by Leliana, right? And we know she works/worked closely with the Divine. So, let's hypothetically say that Cullen really is the leader of the Red Fists, we also know that he too is very big on the word of the Divine and carrying out her orders etc. Now, if this third group is also led by someone who is also Divine loyal, for example, Sebastian then that's three pro-Divine people leading three separate groups.
If my guess is correct and all three really are pro-Divine (whoever the leaders may be), then maybe that sly old fox purposely separated the three characters into three different groups because she knew each leader could carry out a specific function based on their strengths and connections. And if she knows/knew about the Inquisitor then that's a way for her to ensure that our Inquisitor does not falter because whoever we go to for advice and choose to listen to is still going about things the right way.
This is just pure speculation, of course. Plus, I'm probably wrong because not everyone likes the Divine and would be pissed off if they found out that we were essentially carrying out her wishes (dead or alive), but it would certainly be interesting if she really had been pulling some strings to aid us in some way.

People would probably use that as an excuse to say that Bioware is trying to force the Chantry down our throats, and that the Inquisition is pro-chantry by default. Agreed though, she seems like someone who manages to stay highly involved in the events that are shaping Thedas.

Definitely! If they put that much work into returning characters that aren't companions then we'll likely get some decent conversation out of them, and that bodes well for Cullen, because even if he's just an npc then hopefully we'd at the very least get answers to someone the big questions we've been dying to ask him.
Oh! Cullen and Dagna probably remember each other from their time at the circle, before Cullen got sent away! I wonder if they'll mention each other, of if Dagna would fill in a few gaps as to Cullen's mental state back then.
Funny, that reminds me of an Amell/Cullen fanfic I read once where Amell returned to the tower after the Blight and she would confide in Dagna about her feelings and sexual antics with Cullen, LOL!

I don't think they would make Cullen in to a bad guy, at least not without reason. He has seen both sides of the coin, mages going crazy and Templars. He has seen what red lyrium can do to people, so I don't see him taking it voluntarily or any of the Templars in Kirkwall that have seen what happened to Meredith.
I'm kinda wondering what personality they'll go with in his case. In DA:O he did take a bit of a radical stance, telling you to kill all the Mages. In DA2, I think they soften him a bit. So I'm wondering, how he'll be in DA:I.
But I also can see him throwing it all to the wind, like that picture of the Grey Warden, I could totally see Cullen do the same thing if he sees Templars resorting to huffing/eating/snorting/etc. red lyrium.
