I'm going to go with... Hawke. Or at least, my Hawke. More often than not she was neutral towards him but also sometimes a friend. It was rare that they were outright full rivals (despite how he may have annoyed ME personally as a player) whereas Anders has been trying to escape the Wardens and, in my view, would not want to serve the GWs' interests in any fashion if he has a choice in the matter.
Plus Hawke is more familiar to him than the Warden - at least *I* think so anyway.

There isn't a right or wrong answer, I just thought it would be a nice question to ask.
Personally I think Awakening Anders would want nothing other than to live in luxury with Hawke, but I think Anders from DA2 trusted my Warden a bit more than he did Hawke...so for his cause I can see him going with the Warden

I'm thinking that the more mature Anders would side with Hawke. Specially after the events of Kirkwall. I'm thinking that he would see Hawke standing by him even after something as bad as blowing up the Chantry as a sign of dedication. So he would have to do the same and support Hawke.
Warden would more then question Anders motives. My Warden was a mage, and I think she would be more then pissed with Anders actions.

I think I remember a dev confirming that a spirit could get corrupted. So I can see Justice taking the constant form of Vengeance, being corrupted by Anders taint from being made Grey Warden. Maybe he'll become a demon form named Vengeance?
@Cullen being non-companion LI
You know that could be pretty awesome too. If you think about it, why would you take your special person with you and expose them to danger? My husband doesn't take me along when he deploys. You could argue that Cullen isn't a civilian, but maybe he takes a beatdown with his lyrium addiction and just can't fight as he used too ... I don't know.

If he had to, it would be Hawke because he's romancing mine. But aside from that, it just wouldn't happen because it would be a bit of a crap/cheap shot for a quest/outcome.

Both my Warden and my Hawke were aggressively pro-mage. My Warden may have been a fiercer opponent of the Circle system than my Hawke. During her Origin, she demonstrated her loyalty to the Circle by betraying Jowan, only to be accused of complicity and exiled. It left her bitter. My Hawke was willing to take Anders's reports of Circle abuse at face value, being his lover and all, and would have sacrificed himself to save him. Anders was maxed out on frinedship with both, but we don't know what happened between games. Both were as friendly toward Anders as it was possible to be, but Hawke never failed him. My Warden wouldn't have done so by choice, and I can't see her ever allowing a templar to be recruited into the Wardens as Anders's jailer. Which means that my Warden was no longer the Warden Commander at that point. If Anders blamed her for abandoning him, I could see him siding with Hawke, but again, I'm not sure what could possibly happen that would place her and Hawke on opposing sides.
I would be more curious to learn how Cullen would react to meeting my Lenira Amell again. He would have moved on, of course. He doesn't seem to be embarrassed about having once been smitten with her, but it's easier to maintain composure when the object of your youthful infatuation isn't staring you in the face. After his confession of lust and desire, I would not be surprised if he had trouble making eye contact.

If I get my way, Cullen will be so infatuated with my Inquisitor that any feelings he once had for my Warden all those years ago simply pale in comparison (because the Inquisitor is super amazing!)

I don't have an Amell import, altho admittedly I might create one just to see this. Based on his DA2 reaction, remembering his crush on her fondly, I could see a range of reactions. If he'd never spoken to her again after what he said in the cage... I could almost see that backing up on him and making for an awkward conversation. I headcanon him as not being the most socially astute person, so I could see him having difficulty knowing quite what to say at first. "Oh, hi, remember me? I was that guy who had a crush on you but only spoke to you once... Yeah, that was before I, um, went postal and said some rude sh!t... yeah... so.... um... I could also see, depending on how 'hardened' he is by the time we see him, him sort of shutting that part of his life away and not wanting to even mention it. Doing the stiff upper lip thing.
But, overall, I see the cage conversation as being a much more awkward point than a simple crush. At his age, that would be like telling the prom queen you had a crush on her when you run into her at the high school reunion. A point of interest (maybe), but in the past.
In all events, *if* he's going to be an LI ... I don't want to see him still carrying a torch. Not the kind of angst that interests me.

If so, I wonder what was/will be the turning point for him in realising that he wouldn't be committing a sin? OR if he does still think/feel that the Maker will "know his sin" by actively falling for and romancing a mage, what would be the catalyst that would push him to not care whether the Maker punished him or not?
I think I kinda like the idea of him still believing/feeling that it's a sin and initially (as they start to flirt/bond) feeling guilty for having lusty thoughts and urges about the mage Inquisitor, knowing that he will be punished/judged when it's his time to meet the Maker. Then as the friendship develops from obvious attraction/lust to infatuation and love he realises that he can no longer deny himself and that he loves her/him so much that he'd rather face eternal damnation than face the rest of his life without her/him.
... And if he tells my Inquisitor that, then you'll find me in a mushy squeeing pile on the floor!
