Aha! Here's the original post I was looking for on Tumblr:

As for romances we considered? Carver/Merrill, for one, and Bethany/Sebastian for the other. I think there was a hint of that in “Mark of the Assassin”, but we never ended up taking it further. Too bad, really. I like the idea of Princess Bethany (and so would she). I don’t remember if we’d discussed any other romances in DA2 or DAO…
maybe? If we did, it was probably as individual characters that could have had romance plots (which were later dropped) and not pairings inside the party.
Argh. Princess Bethany. *shakes fist*
Stealing a Lola question: What if Cullen was one of those "individual characters"? How you have felt about Cullen's romance shot being a minor plotline in DA2? (and I know Lola's answer is a categorical NO! LOL)
Y'know, I dunno. I mean, when I first played DA2 I didn't know what Cullen was like in the mage origin, I'd only seen him crazy in this pink cage, plus I wasn't expecting him to be "not-mental" or that I'd end up really wanting to romance him in DAI, LOL. Soooo, had he been paired up with one of our companions, or another npc I would've been cool with it (and probably found it cute), because I wouldn't have known any different.
Knowing what I know now, however? Hm, I'd certainly be disappointed, but I'm not expecting him to be romanceable or a companion in DAI, so I'd rather him not end up alone. Maker knows the poor guy needs some affection, so if my Inquisitor can't have him then I'd hope that some other npc or companion would.
