Heck, I was seriously shocked by the amount of people complaining that Bethany could not be romanced by Hawke, and were serious about it 
I mean... no...I seriously doubt they will make Cullen the inquisitors brother, as it would be rather difficult to pull it off without the two knowing eachother. Halfbrother could be possible though, although that is getting old

I think if Cullen were given to the Chantry at a young age - for whatever reason - it's possible he wouldn't know any of his family. If he left his family as a young man, it plausible that there's an older sibling his parents couldn't keep at the time and never spoke of to Cullen. Or the half brother thing could work. It has merit. I just doubt they will make Cullen a sibling to the Inquisitor. Just my $.02
