You and I are going to have to disagree on this. While Cullen has limited decisions on what he can do, he still has more then one opinion in any given situation. It not just take the mage away or kill them, Cullen could have let Bethany go. But, after everything that has happened to him, I get the impression that he only sees the two options. This is just my view but I believe Cullen deliberately tries to see the situation in a black and white fashion so that he doesn't have to deal with the possibility that he may be wrong about some Mages and the system as a whole.
Well, my point was really talking about gameplay, that you rarely see him acting on his own before Act 3, except perhaps in tracking down Wilmod. Otherwise, he's generally an extension of Hawke's agency. Like when folks expect him to be the hero of the story and overthrow Meredith earlier.
Independent of gameplay, could he have chosen to let Beth go? Sure, and not be a templar anymore. I think his commitment to duty is one of his defining characteristics, and he would probably argue that letting Hawke avoid consequences for harboring Bethany was already bending the rules. Rough for a rule follower. Like Lola mentioned, he said he would never question the Order again, so I tend to imagine duty being something he'd dearly cling to in the dark times. So I guess I see it less as black and white thinking, and more that he has blinders on where the Order is concerned. This is why I think the dramatic changes in the Order itself could be rather earth shattering for him. Heh, good times.
