It's been a Thing in a few other games.
There was never any indication it was a possibility for the DA series specifically as far as I know.

And this is from assuming the original point of the post was asking to actually have the protag do the torture themselves, ex. GTA V.

I agree. David didn't nix the option of ordering a subordinate to torture for information, which I think will probably be an option within the game.

Yeah, it's like that whole "we should be allowed to kill everyone" arguement. If they put stuff like that in at all then it needs to because the story demands it, not the fans.

I kind of want to play that
You can kill almost anyone in Skyrim, but I never do it. The consequences are annoying at best (bloody hobbyist constables... or, er, actual constables). You can also kill almost anyone in Dragon's Dogma, with the same results, but it's hard to resist throwing Quina or Madeleine off a cliff from time to time.
