To play devil's advocate, he looks to me like he's just wearing a long tabard, like what Hawke wears, for ex, or the Viscount. We don't see enough of the skirt to tell if it's templar-ish. It's about as skirty as what Cassandra's wearing. Plus, Leliana's not wearing Seeker or chantry paraphernalia, and is basically wearing the same outfit as maybe!Cullen. Anyhoo, not having a templar outfit is pretty weak reasoning for that not being Cullen.

Ooh that'd be sweet. Imagine a questline where the inquisitor is captured by Red Templars and sent to Aeonar so they can ... do Red Templary things to you. Just imagine walking through the prison halls with no weapons, no armour, no potions and no backup.

According to this, "Noble/Clever/Direct" but honestly, I don't think I've seen an original source on this.
Edit: I take that back. DG: "The three major tones are now Noble/Clever/Direct (as opposed to Diplomatic/Humorous/Aggressive)."
Oh. Noble. I thought diplomatic didn't sound right for the revised tones, but I couldn't think of what would replace it.
Personally I like these revised tones, especially if direct doesn't always sound like someone who wants to take your head off. There's a few characters I've wanted to try who are direct when it comes to serious issues, but not aggressive.

Agree. They seem easier to "be" as the PC and fit a range of situations where you may use a different strategy to navigate it. I'm hopeful it makes the dialogue more natural and I don't have to basically SOLICIT a Chantry priest with awkward double entendres just to flirt with him (Hawke, I'm looking at you and your services you need performed! ahem!).
