Congrats on the new nephew! And Maddox Odin is an awesome name.
The thing that made me contemplate it being a uniform was, well, first the similar colors, but then I saw how the yellow(ish) bits sort of matched on M!Cullen and Leliana. Scribe Girl really is only tangentially related, and that’s completely a color-based thing, which, admittedly, is pretty slim on the evidence but I thought it was worth mentioning.
The armor is a great point! (And makes me think this meeting happened in the middle of M!Cullen getting dressed, so he had to rush down here before they killed each other.
) And it sent my mind tumbling down another line of thoughts, so, bare with me.
We know (or can assume) that the elf in the back is Solas, and thus he wouldn’t need any armor-ish bits because, well, mage. M!Cullen, Cassandra, and the Inquisitor are the most armored people there. Varric can be excused because he is a rogue. So unless Flaily is a rogue (mage is unlikely) he is distinctly adorned in fancy materials, and doesn’t look suited for a combat position, much like Scribe Girl. Even Leliana kinda looks underdressed for battle. (That said, Leliana is kick-ass and has no need for silly leather armor pfft.)
Your point about positions is very interesting. Looking at the image again, the two that seem distressed about what is going on are Flaily and Scribe Girl. Solas, Leliana and Cullen are invested, but not freaking out. The people at the table are a mess, though, so.
It makes me wonder if Flaily is a political adviser of sorts, if he’s an NPC.
Of course we could (and probably are) putting far more thought into this than necessary, but it’s fun!
I actually do pause whenever I look at that elf, and consider the possibility that he is not Solas. It is very, very possibly that this concept is earlier than the others we've seen him in, and thus the design in his face has changed dramatically, but other than perhaps clothes this elf looks nothing like Solas. He has a completely different facial structure to the elf we've seen popping up in other concepts and now finally in a demo/screencaps.
And man, analysing stuff is fun! So all the analyses I do come with a disclaimer that I'm just lookin' into the image/designs and to not take it as gospel.

What I meant by investment, is that the maybe!Cullen seems more focused on the Inquisitor and the characters within the argument, while the other characters there, while they're certainly reacting to what is going on, are more focused on themselves. Lelianna, Flaily Hands Guy, Scribe Girl and the smug elf aren't focused on anyone but their own reaction. They aren't reaching towards anyone or leaning into argue. Instead they've pulled back.
The elf is watching on in possible thought and amusement, Lelianna appears more annoyed with those around her, Scribe Girl is covering her own mouth in shock but not actually trying to stop what has shocked her and Flaily Hands Guy is more focused on his own reaction to stabbing mahogany the situation getting out of control and descending into tempers. The Inquisitor, Cassandra, Varric and Maybe!Cullen are the only characters within that circle that are focused on more than themselves and their own little bubble.
