It made things somewhat worse, but things were terrible before then as well.Her treatment of mages became exponentially harsher after she obtained the idol. Remember Varric's into into Act 3? The idol either affected her completely or not at all - it couldn't have just made her angry with templars but not mages. Regardless, she was dabbling in questionable magic and the Chantry didn't notice or intervene. That's what the common folk need to know.
The mage underground consisted of a lot of ordinary people. And I was referring to the conspirators in A Noble Agenda.Neither count as the common folk, though I'm not sure which nobility were supporting Hawke. Maybe the DeLauncet's in the case of their son? I honestly can't remember any other good examples.
I'll accept surrenders. Templars who continue to fight for the Order will be met with force appropriate to the situation. In combat, that will generally be lethal.I think in his case freedom is a sticky term. He doesn't think mages should run around doing everything and anything they want - they need oversight just like regular people do (who can use their powers to kill or steal or whatever). I think Cullen's ideas about mage rights are still being formed as he learns to be a free thinker, but it's obvious that he's no longer interested in being part of an organization that needlessly abuses any of the Maker's children. He's sensible, if you're one to go with that route and try to bring someone around to your side. I get the feeling you'd rather assume all Templars were completely evil so that it would just be easier to kill them and be done with it. Yikes!
