No the face look like a picture ...I had the same impression when i took the survey.
It's the only picture that seemed wierd ...there's always a chance the survey was fake but it seemed like a lot of effort to fool people.

"Cullen's" head does look odd, huh? Still, nice artwork.

Maybe originally it was gonna be someone else, but at the last minute they changed it to Cullen and stuck his head on top? Kinda amateurish but nothing surprises me when it comes to Bioware lol.
