I'm thinking he very well could be a companion now, possibly.
Not confirmed yet, but I agree on elu's stance. I don't see why they would announce as the first LI a non-companion.

With the RT, they could be both. Or maybe the Order is scattered in different groups, and Cullen control a (possibly big one) moderate group.
Why wouldn't they have gone back to the Chantry, then?
