To be honest, if I were the Inquisitor, in fact, ALL my Inquisitors, I would put IB in charge of the Red Fists over Cullen.

Okay, rationalizing:

 

The Iron Bull could be an enemy, or our Military NPC.

 

Occam's Razor: Cullen is an NPC LI, the Iron Bull is a Warrior companion.

I wondered the same thing about Varric! I know she typed that entry up in haste so as to get the info out STAT, but I wish she'd taken her time putting it together so it's a little more coherent!
