Agreed, I think it should happen when it feels right for the LI, or after a big turning point for that particular LI. So, say for example we just found out how to cure Cullen of his lyrium addiction but there's a chance it could kill him. The operation/quest to cure him is a success and once he recovers he comes to you and thanks you for saving/helping him, you have a heart to heart and eventually he then tells you that all he can think about is that if he had died he would never have gotten the chance to hold the protagonist in his arms or kiss her etc and that he would regret it for the rest of his life if he didn't.
