I think I'd like a little of both. I'd like to see him make the odd joke and not let his "issues" define him (the way it did with Fenris and Anders) but the fact that he is a Templar and clearly has stern beliefs should come into play, especially if your character is a Mage. So I think, maybe to start off with the flirting should be light hearted and fun but once things start to turn serious and he starts to fall for your character is when his battle between his heart and his head should kick in so that we get our dramatic, emotionally poignant scenes... Then, once he finally gets over his issues (providing nothing bad happens... I don't altogether trust Bioware after those ME3 endings lol) the romance with him should be very sweet, tender and loving since he seems to be the type of guy that would want to protect his lover.
That being said, a tragic outcome would be heart breaking in a good way if they implimented it properly and didn't do a half arsed job like the Anders/Hawke scene when you stab him in the back for blowing up the Chantry lol.

You can really tell what he's thinking between those two scenes: Where he says he would kill f!Amell if ordered to, and the time he runs off - wetting himself - when he talks to her.
He's like one of those religious dudes that thinks bad thoughts then self-flagellates.

I Agree with this, if they did it in a right way I think a tragic ending could do really good. Then again I'm one of the few who love tragic romances so what do I know. I like your idea of the Cullen romance. Apart from the romance how would you guys wan't Cullen himself to be written?
I mean would you want him a jokester like Alistair, sensitive like Anders, angryish like fenris, anyway you guys get what I mean

Nah, but he's constantly tempted by it. He is ashamed of his desires.
More likely he just confesses his sinful fantasies to Elthina then goes home and takes the frustration out on his own body.

I would think it's the other way around. Everyone in Kirkwall seems to think Meredith went crazy from the glowing sword but I know it's actually from Cullen refusing to play commander and the naughty recruit

But Meredith is confident and self-assured, she doesn't second guess herself and does what she deems appropriate at all times. That she grows more and more unhinged as the plot progresses still doesn't change her underyling character traits, but multiplies them. Furthermore, there's little evidence she's even interested in sex or romance at all.
The idea that Cullen has sexual frustrations that are complicated by his Templar perspective is established.

Part of me wants him to be another Alistair but I don't think it would be in keeping with his character. I have a horrible feeling he's going to be a broody character like Anders... which is a shame because Greg Ellis delivers comedy dialogue like a pro! I guess ideally, I'd liked his personality to be kinda naive but not in a really obvious way like Merrill was, because outside of the Templars I can't imagine he'd have much life experience, so I could see him getting quite flustered if we dragged him into a Brothel or if we got a cameo from Isabela and she made a pass at him. Potentially we could get a lot of laughs out of him for his inexperience alone. I'd hope he would surprise us by revealing some unexpected hobbies (like rapping

I'd hope he'd have a few stuttering/nervous moments reminiscent of his personality in DA:O, if our character says something particular suggestive to him. I'd also like him to use some funny Dragon Age style phrases when things go wrong like "Andraste's knicker weasels" and things like that, just 'cause it would be hilarious hearing that coming from someone like him. But I think his character should also be serious when it counts and share his concerns with the other companions if he's worried about them. Seeing his angry side would also be a nice addition.
I have a feeling he's going to be like the hardened version of Alistair, maybe slightly more serious. Though I don't want him to be too much like Alistair or Anders or Fenris. I like unique characters, Hmm I wish I had someone to compare him to what I think he'd be like but I can't think of anyone. I'd like a manly love interest, they should make make him manly
lmao I'd pay to hear Cullen rap, and yes it's always nice to see guys angry and mmm.... where was I?

What I don't understand is that the character you describe as being a bad example of what "BioWare but not Gaider" would do with Cullen is exactly Fenris. Who was written by... David Gaider.
