Good question. I think to make a great love scene you need to take into account the characters personalities. To use DA2 characters as an example, Merrill was very naive and shy so I could imagine her love scene being quite tender, maybe set indoors somewhere comfortable to make her feel less nervous, whereas someone like Isabela I could imagine I could see having her love scene taking place outside, just out of sight of the general public with the risk of getting caught in the act.
