They don't want any ugliness shed on them by having knights whose wives are from a family of known mage sympathizers or criminals. The faithful part probably matters more in regard to the knight. His - or her - spouse just has to be a good boy or girl.

Their duties require them to be dedicated to their duties-- they're going to live in a Circle of Magi (which does not have room for spouses and families) or a chantry, or otherwise be pre-occupied. Marriage is impractical, and the Chantry thus discourages such marriages as having dependents introduces complications that templars can do without (as well as a potential means of leverage).
That said, the Chantry does occasionally give permission for templars to marry, provided the spouse has their own means of support. This is often the case when the spouse owns land or a title. Even so, considering the spouse wouldn't be able to see the templar often, it's not going to happen frequently. Before anyone asks, the Chantry also discourages templars from marrying each other even more so-- that's considered fraternization within the ranks (the templars are run as a military order, remember, and possess the same discipline)."
So, the problem is how the spouse and the templar's family might be able to influence a member of the Chantry's army.
I suspect that Aveline's marriage to Wesley wasn't a problem because she was supporting herself as a soldier in the King's army and the Chantry probably assumed that she was a loyal citizen of Ferelden, thus not a threat to the Chantry.

It also kinda reiterates the fact that Cullen was talking about a relationship etc whilst stuck in that cage, rather than the sole reason being our Warden.

That's what I was thinking of. The Chantry allows certain marriages and a self-sufficient spouse is a good factor to measure. I guess I should have been more specific. I'd have a hard time believing they didn't check the potential spouse over to make sure they wouldn't cast any kind of bad light on them in regards to mages or criminals. It just seems like something the Chantry would do. Not all Templars have their duties at Circles so it's possible but I can't see a knight stationed at the Circle as being allowed to marry without a darn good reason.

I just never saw that scene in that way. It's always struck me that he wanted her not a relationship in general. "The one thing he's always wanted" and "a mage of all things" together tell me that he wanted her. Sure, as a lonely Templar, he's bound to crush on someone and want a relationship and whoever that is could have been the face that the demons tortured him with. But it's established that he has a crush on the female Warden in the beginning and thus hers is the face they use against him. The way I see your point working is if the crush in the beginning was an option the player chooses by way of certain dialogue. Like if you make it clear you like him too, then later his torment is about the Warden. If you don't return the flirtation with him, then that scene should be a little different, perhaps not even having the "mage of all things" line in it. The way it's written, however makes it clear - to me anyway - that he likes the female Warden.

Ah. I suppose that makes sense too. If he's a lonely Chantry urchin (like most of us surmise he is) who has never known real closeness, it's not a huge leap to think he might dream of finding that someone special one day. The Warden is just the one that grabs his fancy.
Of course, never having that close relationship and having regrets like his memories of Broken Circle and undoubtedly the fall of Kirkwall's Circle means he'll ave a lot of self-worth kin of issues to figure out. Maybe even not believing he deserves to have someone because he's made so many mistakes. Just not like Anders! But it'd be nice to see if romancing him can take him away from one path and put him on another.
